Transferring to Penn state UP

Hey everyone

I'm a sophomore at a private college, my major is economics. I want to transfer to Penn State UP because of financial reasons. I am in-state.

I looked at their transfer page: Transfer Requirements - Penn State Undergraduate Admissions

So transfer requirements are done by college, OK. But when I look at the requirements for the business school, it says smeal doesn't accept transfers who have completed more than 2 semesters of college. That rules me out.

Then I look at the college of arts and sciences. Again, the restrictions seem so unreasonable. No transfers unless you're applying through their online school.

A brief look at the other colleges says about the same of them.

So what's going on here? Is it just de facto policy of theirs not to accept transfers? Why would this be at a not-super-exclusive school with tens of thousands of students, especially one with a substantial in-house (penn state branch campus) transfer system already in place?

Additionally, what should I do now? Two years ago my financial situation was different, so I chose the expensive private college. Now that only the state school is affordable, does this mean I have to transfer to and get my degree from one of the branch campuses? In terms of grades and test scores and whatnot, I'm more than qualified for UP, having been accepted there (and even to their honors college) before.
