Transferring to Rice from Community College?

Hello, I attend a local community college in Texas and I plan to transfer after this fall. I was thinking of applying to both UT and Rice. I know Community College students have a predilection to be stigmatized a little by transfer staff, especially to those of prestigious universities. My question was in regard to my chances:

I'll be frank. In HS, I ****ed up big time. I had a 3.0 GPA and got C's in a bunch of classes, but I didn't try which was my fault completely. I wiped the slate clean at this community college though. I have a 4.0 GPA, and EC's include 200 volunteer hours at a hospital by tutoring. I also have had a tutoring job at a learning center since December 2010 (HS). Here are my classes I have taken. My SAT in HS was average/lackluster, too, I got like a 1290/1400 Math English. ACT was a 31. My major right now is listed as "Mathematics and Art", but I've taken some general classes as I've contemplated engineering.

I'm also contemplating a UT transfer, so I was wondering what transfers from there would be like. Should I retake an SAT/ACT?

Edit: All the respective labs were A's, too
Edit 2: By tutoring, I meant tutoring ill children who were out of school
