What is the lowest tier possible where an Ivy League transferr can happen? Can someone get into an Ivy League school from a Community College with top board scores acquired and strong grades at the Community College? Assume average EC’s for an Ivy League application.

Yes, it's possible. However, the vast majority of ivy transfers come from other highly ranked colleges.

I know a guy from U. Washington who transferred to Harvard

Can one go from a school like Rhodes to Harvard? What would be the ideal time to transfer--would freshman year 2nd semester be too early to transfer to Ivy League or the Top 20?

Well, you would have very little to show past high school 2nd semester of freshman year. If your high school stats would have gotten you into Harvard, I suppose you could try.

you can theoretically transfer to any ivy (as long as it has spots open). my friend at UCLA will be transferring to harvard at the end of this year.

I know someone who transfered from a comm college to UPenn...on a full scholarship. It's possible. Top colleges in fact really like to see people with life experience. It makes you stand out. It does meant that your recs and essays are going to have to be awesome.
