Transferring twice

I just finished my first college year and I plan on applying to universities abroad (US, fall 2014) and another one here where I live (spring 2014), just in case.

I will apply this fall for both. Lets say that I failed to get an admission abroad (fall) due to GPA/SAT/Credit hours/ first year courses ( calculus and physics), and I applied next fall but from the other university ( got enrolled for spring 2013), is the transfer process going to be different? Will my credit and GPA from the first university count when transferring for the second time?

Side information:
GPA: 3.35. I can increase that.
SAT: going to take it soon.

8 credit hours and taking general chemistry this semester and either English II or engineering design. The reason behind 8 credit hours is because most of my first year courses were honors and only two of them were university level courses. It was a prep program but they added university level courses. The courses were a technical writing course/ENGL112 which I got an A in it ( failed it first semester as I didn't adapt well to college) and an engineering course ( programming and matlab) and I got a B-; could have done better but I overworked myself because of a team project that I did alone in less than a week.

TOEFL: 97; the highest minimum was 100 from rice and Columbia, I will probably retake it and get a higher because my writing - my lowest grade in TOEFL - has significantly improved.

Joining math club, debate club and chess club soon. I will ask around if I can start a physics club for research and physics enthusiasts. I am doing a research on plasma reactors, dark matter and subjects in quantum mechanics and photonics. However, only one project related to my major ( Electrical engineering).

Also, can someone recommend a university that can possibly accept me? I would like to apply to a research-heavy universities but rice and caltech will reject my application unless I have a nobel prize.

Aside from the transferring twice question, can someone recommend a mid-level engineering school? I also read that SAT scores become somehow less important for transfer students.

Mid level engineering school like Minnesota, I’ve known tons of Korean engineering student.
