I am a rising high school senior with good stats (4/250; 4.2 GPA, a lot of leadership) but I have low test scores (1300/1600 SAT and 29 ACT) so I do not think I can make it in realistically to UVa at a freshmen.

However, I was thinking of going to Villanova and double majoring in Finance and Accounting and then transferring to UVa as a junior to McIntire.
Would this be possible? What are my chances? I mean Villanova is a great school; if I did well there, wouldn't it be easier to transfer in?

I'm out of state, otherwise I think it would be a little easier to get in. That is my only concern- so I figured transferring into UVa as a junior would be easier...as long as I had a good GPA and everything.

I would apply for first year, no doubt. You never know, and your stats can be made up with essays/recs. Your SAT is really the only drawback of your numbers, but again, essays/recs/ECs can make or break you.
I would also apply for second year transferring. Complete AS MANY pre-reqs as possible. But, you have a good shot for first year admissions, so apply and just see what happens :) Don't plan to transfer before you even apply anywhere for first year. You're setting yourself up for a possible total failure.
