<p>if i dont get in this year I am tempted to go to another fairly decent school and then transfer, but i heard that berkeley's policy is to take cal community college students first before they can take OOS transfers</p>

<p>Yeah, by law I think the campus is required to consider California community college applicants before other types of transfer students.</p>
<p>It's possible to transfer to Berkeley from another university, of course, but it's fairly uncommon. If you really want to come to Berkeley, a good bet might be to go to a california community college. You could go to another school, do your best, and maybe you'll get in as a transfer. It's a very difficult thing to get in to Berkeley as a non-CA cc transfer student, but it's possible. Is it really what you want, what would make you happiest and be best for you? Perhaps it is, I'm not trying to discourage you, it's a fine thing if you want it. It is tough to achieve, however, so just keep that in mind.</p>
<p>I've met tons of UC-to-UC transfers here at Cal but haven't met a single CSU-to-Berkeley transfer.
Many people transfer during their junior year from UCLA, UCSC, UCSB etc.
Apparently classes (and units) are easily transferred from another UC but are much harder to transfer from privates and csu's.</p>
