Trying to get the most out of my marks

I want to study Anthropology in Grad school, but I need a starting place to help me get there. I'm currently a junior in high school, and my couselor was saying that a PhD in Anthro will be crucial to my success, and that the undergrad school/program will affect admissions for grad. The top Anthro programs in the midwest are from U of M and UChicago, though I do not think my marks are high enough for me to attend their undergrad programs in the first place. I have a weighted HS GPA of 3.91 with no AP's YET, and my composite ACT score was a low 23 with a 27 in English and 23 in Math. I am retaking the ACT in one week, however, and probably again in June. I am going to take 4 AP's for my senior year. With these marks, I'm just wondering where a excellent/better/ideal start for undergrad would be.

If I stay in Grand Rapids, I could enroll in Grand Valley State University's Anthro program. This is a mid-sized public Liberal Arts university with about 25,000 students. My other top choice for GR would be Calvin College, a small private Liberal Arts school with about 4,000 students that could provide me with a student-designed "Anthro" major rooted on Sociology. My counselor was wary of this, as she didn't know how a "Interdisciplinary" diploma would look to Grad admissions vs. one that said "Anthro, B.A." Which type of program would give me a better advantage in Grad admissions? Which school?

U of M and Chicago would be Reach schools, and I understand that. Should I take a chance and apply for them, though? For undergrad? Or should I keep myself from getting hurt, trusting that I'll get in with either Calvin or GVSU with lots of experience?
