Ok. I took the ACT for the first time last month, in April, and I got the following:
Composite - 28
English - 29
Usage/Mechanics - 16
Rhetorical Skills - 15
Math - 31
Pre-Algebra/Elem. Algebra - 18
Algebra - Coordinate Geometry - 14
Plane Geometry/Trig - 15
Reading - 25
Social Studies/Sciences - 17
Arts/Literature - 10 (I know, really bad. I only read half the Arts passage, and didn't read the Lit. passage--I mainly guessed. I read slowly.)
Science - 25
Combined English/Writing - 27
Writing (Essay) - 8

What would be the best way for me to raise by score from a 28 to a 30+?

attack the crap out of english. once you learn the kinds of questions they will ask every time, you should be able to push 33+ in it. i really think ANYONE can master this section with practice. (i went from 29 cold to 35 in it. have gotten 36’s in practice tests)

also, practice reading and retaining faster to improve reading and science. i can honestly say that in preparing for these sections, i am now a faster reader and understand more in less time. so i guess there is a practical application besides just ACT scores here (science: from 19 to 31, reading: 24 to 29, have gotten 31 in practice reading). the questions aren’t so hard that you need to know anything beyond basic understanding of the material presented. the question is just how much you can understand in the time limit.

math, look over your old geometry notes, i guess. those seem to be the outliers for you.

I would suggest the Princeton Review Cracking the ACT 2009. It has hints and some lessons on each section and does a great job of familiarizing yourself with the test. It has two practice tests, which are an excellent representation of the actual test. My actual scores only differed by a point on the whole. They tend to be just a tad bit more difficult. Great book.
