Your GC should put a note in your file explaining that your rank was affected by arriving at the school late. Ask if he/she will do that. Your grades and scores will count against you being Hispanic will help. Your ECs and foreign languages should count as a plus. I think you are viable candidate, but not a shoe-in. Generally applying ED will be an advantage of course.

Are you applying to Tufts or Cornell ED?

Tufts. I was planning on applying to cornell for a while, but I just got back from a trip to Boston and the Tufts Campus and life was just mind blowing, in my opinion. As I returned, I made myself a list of pros and cons for both schools, and found that Tufts had more to offer me in particular. In addition, many of my family members live in Boston, and they all were pushing me to apply to Tufts over Cornell, and because I believe I will be happy at either school, and love both Tufts and Cornell, I thought I would apply Tufts ED1 because of family and personal preferences, and Cornell RD because i never visited the campus, and am worried about committing without seeing the campus.

I wouldn’t worry too much about chances (I will always say this), but maybe retake an SAT II if you’re worried. It can’t hurt. Your scores are good, but a boost is a boost and is good for anyone. Same thing with SAT Is. You have nice recs, and you have a good schedule. Make your essays shine! Show them who you are. That’s really important. I won’t chance, but it’s food for thought.

If Tufts is where you want to be, you should definitely apply ED. You have a solid shot. Your 1410/1600 SAT is not on the high end for the Tufts applicant pool, but it’s certainly quite competitive. Similarly, the 3.6 GPA is hardly going to overwhelm the Tufts Adcom, but it’s not going to eliminate you either, especially given a pretty challenging curriculum. You need to write some compelling essays and get some great recommendations.
Good luck!
