Tuition Exchange Program? Help!

I was recently looking through the 2011 US News magazine and there was an article on "Out of state at In-State Rates". It talks about tuition becoming cheaper with exchange programs? Are these for high school seniors when they apply to college? Are they scholarships or guarunteed aid? Do you have to apply to receive the money or do colleges automatically consider you depending on where you are from? Any information on these exchange programs would be very beneficial! Please post and thanks!

There are certain state that have reciprocal agreements with their neighboring states.

California participates in the WUE program (inelegantly pronounced Woo-wee), which allows Cal student to enroll at participating schools in neighboring states - Washington, Oregon, Arizona, Nevada, etc. - at a reduced cost. For this program, it’s the in-state cost, plus 50 percent.

Let’s say a Cal student wants to enroll at Southern Oregon Uni. The Oregon in-state tuition is around 5K, with their out-of-state tuition at about 12.5K. A student accepted for the WUE (generally first come first serve) program would pay the 5K in-state, plus 50 percent, for a tuition total of 7.5K.

Note that not all of the regional schools participate in this program (the flagship state schools generally do not), and different state in different regions have different criteria.

Talk with your guidance counselors about this. They should know if your state participates in any of the regional exchanges.
