<p>Not really NYao, full tuition and board at Cal is about $37,000, so assuming that Cal gives a full scholarship to those 10 students, we are talking about $370,000. But on avwrage, scholarships are about 50%-66% of total cost, so I'd say that that Cal gives out roughly $185,000-$250,000 in aif to internationals. Either way, for a school that has over 20,000 undergrads, that is completely negligible. And by the way, Michigan has 1,200 undergraduate internationals compared to Cal's 700, so I'd say Michigan is more committed to internationals than Cal.</p>

<p>And one more thing, it is not yet legal for State universities to give internationals any aid. If a state university gives aid to internationals, it is a private scholarship that is 100% funded by a private entity, in this case, usually a wealthy international alumn who wants to give back to his community. Texas-Austin is the state university that has the most private-based scholarships for internationals.</p>
