Tuition for intl' students

If you have lived in Michigan for almost 3 years and graduated from a high school in Michigan, are you treated as an in-state so you can pay in-state tuition and apply for financial aid?

BTW, I planning to transfer to Umich. for my junior yr.

I know it is only logical to determine you as in-state since you have been living there and paying state taxes (I assume), but I think (not positive though) that unless you are a permanete resident, your in-state residency status is only for tax purposes. In other word, the state will gladly tax you while ironically, you do not get reconized as a resident of that state for anything besides it, such as determing whether you qualify for in-state tuition. Yeah quite an oxymoron, I know.
