What does “withdraw for a xx% tuition refund” means?

Well, not sure of the context of your question, but one possibility is that you sign up for classes at a university and then decide to withdraw from the classes for some reason. Many universities will refund you part of the money paid if it is early enough in the semester and they have a refund schedule that gives a declining amount of money back as time goes on. So it could be 100% before classes start or the first week of class. Then 70% the next 2 weeks, 40% the 2 weeks after that, and then zero. That is just an example.
