Do you get invited into the Honors program at the time of admission or at the time of acceptance?

I had looked over the admission letter they gave me after my early-action application. It gave me a 25k Presidential Scholarship but made no mention of an Honors Program.

Is there an appeals procedure to try and convince them that you're qualified enough to get into the Honors program before the Fall season begins?

Resume:
Rank 1 of Class in an IB School
5 and 5 respectively on my IB Spanish and IB Calculus Examinations [others not taken yet]
ACT score of 34
100+ Community Service Hours

According to TulaneJeff, who is in admissions, getting the Presidential Merit automatically means you are in the Honors Program. To answer your opening question, it should have been in your letter of admission to Tulane, when they accepted you. But it seems this new Gibson system has a bug or two to work out, as the FA situation has clearly shown. There have been a couple of other cases where someone that got the 25K did not get the message about the HP, but they were later told they are in it when they inquired. Just to be 100% and make sure they get you in the system correctly, write to your admissions counselor and tell them it is your understanding that being a Presidential Merit recipiant meant you were invited to the Honors Program, but that your letter did not say so. Ask them to confirm this and if true, please insure you are correctly designated as such in the system.

Congrats on the scholarship.
