I got admitted to my first choice of Liberal Arts and Sciences but now i want to do engineering. Can i still transfer into the engineering school before going this fall or do i have to wait after a semester or two to get grades to transfer into the engineering school.

question 2

what are the top 3 or 5 schools at UIUC and which ones are the hardest to get into?

im guessing they are

1 engineering
2 business
3 liberal arts and science

Engineering has the highest middle 50% range but also the highest admit rate of those three. Business is actually the hardest to get into with an admit rate often below 40%.

No you will not be allowed to change now. Your first opportunity to attempt to transfer into engineeting will be at end of freshman year. To effect a transfer you will need at least a 3.0 college GPA (higher for some majors), you will need to take freshman year the math and science courses that engineering students usually take, and you will need to get As and Bs in those courses (some of which are considered “weed-out” courses which often have large numbers get Ds and Fs). in other words, do not assume it will necessarily be easy to transfer into engineering.
