U. of Georgia, U. of Virginia, or UPenn?

I recently got all my college letters back and this is what happened:
UPenn - accepted (to The College of Arts and Sciences)
UVA - accepted
UGA - accepted (still waiting to hear from the honors program)
Davidson - waitlisted
Duke - rejected (booooo - it WAS my first choice)

These are my thoughts:
-First of all, here are my academic stats: 1420 SAT, 3.83 UW GPA, 4.55 W GPA (so i pretty much consider myself lucky to have gotten into Penn!)
-Now, I would normally go to Penn in a heartbeat but the problem is that it's too expensive for my family because for some reason Penn offered me no money, even though I'm not very well-off (so it would be around $40,000 per year). I could go there theoretically but would be in a lot of debt when i graduate and maybe then couldn't afford grad school.
-At UGA i got an in-state tuition waiver and scholarship so it's about $10,000 per year and UVA is about $16,000 per year (in-state) - both good prices.
-Another thing is that I live in Charlottesville,Va which is where UVA is, so going there wouldn't really be far from home. I was kind of hoping to get away for college to try something totally new.
-UGA is almost too big for me. It's beautiful, but very large and very homogenous, and I'm worried I won't get the greatest education (has reputation of lots of partying with little academic effort).

What should I choose????? Why???

I can tell you're leaning towards UGA. Good school. Consider it. I'd def. say UVA if it weren't local. Maybe you should go there anyway. It's an amazing school, and you could always get an apartment.

Definitely not UGA! The 6K difference is worth every penny for UVA over UGA. As for Penn/ UVA, you can probably finish at the top of your class at UVA and in the long run do just as well. I would probably go UVA if the money is a big consideration, otherwise Penn is a better school for sure.
