Are you talking about the University of Michigan, University of Maryland, University of Miami, University of Minnesota or some other college that can be abbreviated with U of M?

You should be fine getting into Michigan, I’m assuming you’re applying general admission, yes? Then you shouldn’t have much trouble. Wash U is a bit more of a quandary, you do have reasonable ECs and that legacy will always help you, but your ACT is low (32+ should cover it) and your GPA is something of an issue. Play up your strong points, write excellent essays, and hope for the best. If you have such an excellent relationship with your counselor you might want to ask him to write as to your academic ability or explain why your GPA isn’t that high. Other than that, you can pretty much rely on getting into michigan and hope for the best on Wash U. If your dad has friends who still work there or are involved with it, you might want to ask him to contact them for you. Exploit your resources.

I totally disagree from the above poster about Michigan. Even as an IS candidate, I don’t think you will get in with that GPA of yours. Your ACT is average for Michigan acceptees but your GPA is well below average. Your ECs are solid but nothing special. Michigan is a school where GPA is by far the most important thing. I was deferred, waitlisted and rejected from Michigan when I applied EA in 2009. I had a 3.64 (UW) taking the hardest courses, a 33 ACT and I was IS as well. I know of quite a few other people who had mid to low 3.6s that got waitlisted as well. Just about every single person I know that got in had at least a 3.7 so you will have to get a 4.0 this semester to have a realistic shot.

I would disagree with both of the previous posters, and say you are more in the middle. I think it will come down to your essay in the end, along with your rec’s. Counselor rec isnt as important I think as a teacher rec, so maybe fpyou should get another teacher? Idk. But I would say write a killer essay, and you have a 60/40 chance. 70/30 if you have killer rec’s.

One more thing I need to say is that Asians generally have to get higher stats than everyone else. Every person that I know that had stats similar to me who was rejected was either Asian or White. Everyone is entitled to their opinion but high school seniors generally give overly optimistic chances, basically they say you have a decent shot at a school if you are even within the bottom 25% of admitted students. If you have a 4.0 or at least something close to it, you will likely get in but as of now, or if you get another 3.6 next semester, you will probably get waitlisted. Just realize that GPA is still by far the most important factor and that ACT is secondary to that.
