I attended school overseas for a brief period and never went to high school in the United States.
I am applying to the UCs as a transfer student from a California CC. I know that UCs do not consider high school graduation a requirement for transfer students. However, I did not even attend a high school (equivalent), and as such have no high school transcripts to furnish.
To be clear, this is the following problem:

UC doesn’t require high school graduation, but the UC Application (http://admission.universityofcalifornia.edu/how-to-apply/after-you-apply/transcript-submissions/index.html) says that Admitted Transfer applicants “will be asked to submit official transcripts from all schools and colleges you have attended, including high school.”

I have no transcript because I did not even attend high school or the international equivalent.

There is a section in the UC application marked Incomplete because I have no “Last High School Attended” to fill in.
