UC application-can they see your name?

I read somewhere that in UC applications, they can't see your name when they evaluate the stuff, like stats/essays. maybe they give you a code or something. If so is that true? I say this becuase if you are a over represented minority or a URM, and you marked "decline to state" or other in the race category, they wouldn't know your race since they can't see your name and your name doesn't give it aways?

thanks

It is my understanding for UC's that your application is given a number so they do not see your name or ethnicity.

Proposition 209 forbids it. I'm sure that the UCs can't see their applicants' names; otherwise, the applicants' ethnicities would be discernable by their surnames.
