The email from admissions in early April DID say watch for important email updates in the coming weeks. Maybe that means people taken off the wait list will get an email before the portal is updated.
Here are some super rudimentary calculations on waitlist chances for this year:
2015: 1340 admitted off waitlist, 2445 opt-ins
In-state = 74.6%
2014-15 = 20%
2015-16 = 55%
2016: ? admitted off waitlist, around 3500 opt-ins
If waitlist acceptance rate is at 20%
700 admits
522 in-state
If waitlist acceptance rate is at 55%
1925 admits
790 in-state

Since EECS is a topic near and dear to my heart here’s some stuff on that as well.
2014/2015:
5770 out of about total 75,000 applications = 0.077% of applications
453 admitted, 206 SIRed = 45.47% yield
2016:
Assuming 0.077% of applications - about 7827 out of 101,655 total applications
8.9 acceptance rate, assuming 45.47% yield -
697 admitted, 317 SIRed
The current undergrad class size is 1295. I’m not sure what percentage of EECS undergrads are freshmen, but assuming about 35% of them are that would be about 453 freshmen spots.
That leaves maybe 136 spots for waitlisted kids
I don’t know if Berkeley allocates waitlist spots proportionally based on area of interest. It’s HIGHLY unlikely that it does, but for argument’s sake:
3500 opt-ins (according to someone earlier) * 0.077% = about 270 EECS opt-ins?

@stressball101 It’s either 0.077 or 7.7% but not 0.077%.
But I think the rest of your calculations doesn’t use this error.
Can any instate kids call the admissions office and ask about which majors gave their decisions early… and any news on the waitlist and opt ins?

1,436 (i.e., 74.6% of 1,925) California students may be getting admitted off the waitlist this year.
Furthermore, if there are 3,500 who opted-in to the waitlist (like Cal was hoping), that means 1,436 / 3,500 = 41% of CA students will be admitted off the waitlist this year.
Has anyone else received acceptance emails yet? The admissions office said some may have come out today ?

@kornido you’re right as well, that was a major calculation error on my part! Sorry about that. I also think I may have poorly worded what specifically I was trying to determine. At any rate, your estimate of the total percentage of in-staters off the waitlist seems accurate!
Has anyone else’s opt-in form display changed? Before, it only showed the message saying deadlines have passed. Now I can see my essay :0

I know an OOS student who got in for civil eng. So Instates have not only gotten acceptances!
So are they admitting by major?

I have a question for the ones who already got accepted. Did you turn in your grades?
@ArtiK1 I believe it was a general UC waitlist FAQ page I read that stated some UCs have enrollment goals for departments but some have an overall enrollment goal (e.g., We want 6,000 incoming freshmen this year).
My guess is Cal is a hybrid - they have some enrollment goals specific to departments (e.g., School of Engineering), but for all other intended majors, applications probably get thrown into the same pool, considered as Undeclared Applicants.
