Ngl though, why would they send it in waves when they can just send like most or all of them on the same day

When they are just trying to fill out a class that is coming close to an enrollment target, they admit enough to finish/get them to that number and then if they donāt hit it by the deadline given (7 days), those offers expire and they admit some more. On and on until they get to the full class.
They donāt want to overenroll, just like they donāt want to underenroll.
