UC Berkeley-my chances of getting in?

My GPA isn't very good, about a 3.5, 3.7 weighted. I still have two trimesters until early admission so I could get it up a little.
I've always taken the hardest class available in every subject. (Although to be honest my GPA could be a lot higher than it is.)
CORE classes:
As I Freshman I took honors english and social studies (freshman english and social studies were required but you could do the honors option), adv. algebra II/trig, and chemistry.
As a Sophmore I took Adv. American Literature, AP Biology, Pre-calculus, and then the rest were required classes like health and P.E.
As a Junior I'm taking AP Calculus, AP U.S. History, Adv. World Literature, and then other regular courses like psychology and business law.
As a Senior I will be taking AP Physics, AP English, AP Government, AP Econ, Philosophy, Middle East History, etcetc. I'm thinking about doing an independent study program for math since the only course I haven't taken is AP statistics.

I've been in choir all four years of high school and recently joined choir council. I'm also into theatre.
I've been on our school's forensics team for a year now and plan on doing it next year as well. I've competed in all but two speech events and placed in all of them in one season.
I'm fairly involved in Key Club. Over the summer I plan to get a job and do lots of volunteer work. I want to volunteer either at the library, the zoo, the children's museum, or a nursing home. I also want to volunteer for the Big Brother Big Sister program, and I plan on volunteering at the homeless shelter as well.
I've been in a People to People student ambassadors program to Europe as well. I was also fairly involved in athletics my first two years, I was captain of our JV team my freshman year, but I gave up athletics to do the other things I listed above.

On the ACT's I got
English: 35
Mathematics: 27
Reading: 32
Science: 29
Composite: 31

On the SAT's I didn't do as well, but I'm hoping to retake them after actually studying over the summer:
CR-640
Math-660
Writing-630 (multiple choice: 58, essay:11)

I haven't taken an subject tests yet, but I plan on at least taking US history and the second math one.

So, if I spent a lot of time on my application and got good recommendations, do you think I have a chance?
And by the way, I'm out of state, so I realize it'll be a lot harder for me. Do you think it would be easier for me to get into Reed College?

Oh, and about AP exams.
I took the AP biology exam my sophmore year but I got a 2.
This year I took the AP US, AP Calculus, and AP Psychology exam. I don't have my scores back but I feel pretty good about them.

First, UCs only count soph and jr years. Second, they don't take recs. The average in state GPA of accepted students is over 4.2.

Assuming you are a California resident,

Any colleges like Berkeley that I might have a better chance of getting into?

You might consider other UC schools.
