I have been looking though the forum and have not seen any other threads that are close to my situation

I am a californian Senior with a UC gpa 3.37 uw and w. 3.18 Freshman year, 3.08 Soph, 3.66 Junior.

I haven't taken any honors or AP classes up til senior year, where I am taking AP physics and Trig/precalc H.

My ECs are pretty bad with 1 year of football during freshmen year and teching for 2 school plays as sound manager.

For test scores I have
ACT: 31 comp / 25w 29r 33m 36s 06e
SAT: 1840 / 570w 640v 630m
SAT mathII: 720
SAT US H: 670
SAT chem: 550

In college I am looking to major in bioengineering or biomedical engineering. I would very much appreciate any advice towards the UCs, USC, or any other college you guys may suggest for these fields.

I don't understand what you mean by UC GPA 3.37 uw; does that mean you're not weighing your UC GPA or something? In any case, I wouldn't discount you from getting into Irvine/SB/Davis at the moment. It's true that their average GPAs tend to be 3.8+, but that's largely inflated by stronger applicants who use them as safety. If you can bring up your SAT scores (break 2000, and get 700+ on your SAT IIs), you would more likely fit the profile of people that apply not for a fallback school, but for a real school, a fact that the admissions will certainly take into consideration.
