Hi I was wondering if UC Davis takes the holistic approach and how much they value personal statements in their decision making process because in the past I heard they didn’t really care much for it. Has it changed?

I don’t know how they evaluate freshmen applications, but for transfer students, they don’t even read the personal statements at all.

All UC’s use the 14 different criteria for evaluating applications. I know UCLA/UCB and UCSB tend to be more holisitic in their evaluations, but I think a well written essay for UCD could make a difference on an acceptance or denial. Unfortunately, no one on CC can tell you for sure how much of an impact your essays, EC’s and other accomplishments will play into an acceptance. All you can do is hope for the best.

if someone has a learning disorder do they keep that in mind when reading through the application

You need to have somewhat competitive stats for your application to be taken seriously. The got nearly 75k applications this year. There’s not time to give under-qualified applications much attention. Basically, f you submit a freshman application with a 3.2 UCGPA and 1600SAT, it doesn’t matter how great your ECs and essay are. A recruited athlete might gain admission with those stats but his/her essay won’t hold any sway.
