<p>I just received an email asking me to apply, but the requirements are</p>

<p>"Transfer applicants must:
- be U.S. citizens or permanent residents,
- have transferred from a community college in California, Oregon or Washington, and
- have a 3.25 GPA."</p>

<p>I'm hoping to uc to uc hop. Does that mean I'm not eligible?
It sounds pretty black and white, only transfer students, no?</p>

<p>well it seems to me that its quite clear that you need to fulfill 3 things and you obviously cannot fulfill the “transferred from a community college” requirement. So i’m afraid that you are not eligible for this scholarship.</p>
