Will it make an effect on my application if I was evaluated for ELC but did not make it? Do I still have advantage over other students who weren't even evaluated for ELC, even if we have the similar stats?

I know this sounds weird, how could I be evaluated for ELC when someone else didn't if we had the same stats. The thing at my school is that when my school sends out transcripts of students for ELC, it does not use weighted rank, thus a student with more AP courses and a lower GPA might not get evaluated even if a student with all regular classes and a 4.0 GPA will get evaluated, unfair, I know.

But, green_apple, you said yourself that the transcripts get sent to U.C. Don't you see that UC will see for themselves who has Honors, AP's, and who doesn't? Those designations are on the transcripts. UC administration will weigh or re-weigh according to their formula for their a-g subjects, sophomore & junior years.

So either your school will send out a bunch of unranked transcripts, to which UC itself will then assign a true (adjusted) rank of top 4%, or they will instruct or allow the high school to do that based on the formula explained to your h.s.

Again, I think you're worrying too much, my friend.:-)
However, I repeat, as I have said before: nothing prevents you yourself from getting on the phone to UC admissions, explaining your concerns, & getting accurate answers. You do not need to divulge your name or your school's name. You are a legitimately interested party as a California student. The people who work in admissions are actually paid to do this. And your parents are contributing to their salaries. You bet you are within your rights to ask questions.
There also may be an e-mail option to ask such questions. (You may have a slight delay getting an answer, depending on their work load.)
