It's not an "informing" letter. The general rule for the UCs is: if you are in the top 4% of your high school, you are guaranteed a spot at one of the UCs. It may not be your choice (your credentials can only take you so far), but you are guaranteed placement at (at least) one of them.

When you are identified as a student within the top 4%, the UC will issue you a letter congratulating you as an ELC. They go on to explain that some schools will issue you a letter of "acceptance subject to you submitting an application"-but-you may not receive a letter from every school w/in the UC system. My D got letters from all the UCs except two. She then researched as to which UCs she really wanted to attend, and applied. It was GREAT to know she had a FABULOUS "safety". She also applied to the 2 schools that did not send the letter-and will hear end of this month. Then she will make a decision. Its wonderful to be identified as ELC-good luck to you!

Irvine and San Diego guarantee admission to the ELC (top 4%) in their area.
(ie: Irvine=Orange County, UCSD=San Diego County, etc.) I think Other UC's are the same. However, if you are ELC, you obviously have good stats so you probably have a good chance at the other UC's as well.
