Is UC capped GPA is really used for admission? It seems strange that the more classes student took including APs the lower capped GPA will be. So someone with over 8APs will have lower GPA then someone with 8 APs.
All the UC’s used the capped UC GPA with 8 semesters of Honors/AP/IB classes. UCLA and UCB will also look at the uncapped. You will not be penalized for taking above and beyond the 8 semesters of Honors/AP/IB classes since the UC’s will look at HS course rigor in comparison to your other fellow students. The more rigorous of a HS curriculum, the better your application will be received.
Also it is not 8 AP classes, it is 8 semesters (4 year long or 8 1/2 year (semester classes). UC GPA will not be lower it will just be the same with 8 semesters vs 10 vs 12.

If I enter 30 “A” I get 4.27 GPA, but with 20 “A” I get 4.4 GPA. So you basically get penalized for getting more “a”
You get penalized for taking more classes total, not just AP’s. Each school will usually recalculate your GPA anyways and will also look at your unweighted. You look like a competitive applicant, so I really wouldn’t worry too much. You have take a rigorous HS curriculum and that is what matters.
