"The maximum number of honors courses you can use is eight semesters. No more than two approved honors level courses taken in the tenth grade may be given extra points. Do not enter any count for the honors courses with grades of D or below. Enter 1 for each semester of approved honors work up to a maximum count of 8."

So how many honors classes do I exactly put in?
How many A's?
How many B's?

I assigned 5 points for each semester of honors-approved UC courses you listed above where you got an A (4 B, 3 C…), and 4 points for each semester of regular courses where you got an A (3 B, 2 C…).

P.E. is non-academic and thus is not configured into your UC GPA.

AP Euro - A/A = 5+5
H Alg. 2 - C/B = 2+3
H Chem - A/A = 5+5
H English - A/A = 4+4
Spanish II - B/A = 3+4

AP Lang - A/A = 5+5
AP US - A/A = 5+5
H Physio - A/A = 5+5
Pre-Calc - A/A = 4+4
Spanish III - A/A = 4+4
AP Psych - A (one semester) = 5

Add them up then divide that number, 91, by the number of total semesters, 21. 91/21 = 4.3333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333333. ;)

You get to add weighted points only to 8 semester hours total for sophomore and junior year and you can have no more than 4 of those in sophomore year. Each weightable course per semester counts as one toward that total of 8 and thus you can do it as two courses per semester for the four semesters in sophomore and junior year or some other mix. In other words, assume, for example, you take 5 one year AP courses sophomore year and 5 one year AP courses junior year; for UC GPA you get to weight: (a) 2 of those courses from sophomore year and 2 from junior; (b) 1 course from sophomore year and 3 from junior; or (c) no courses from sophomore year and 4 from junior.

Thus, your high school weighted GPA, which weights all AP/honors courses will be different from, and most likely higher than, your UC GPA.

Oh yeah I forgot that rule. In that case, OP, since you have 9 semesters of honors-approved courses you are utilizing, you would have to eliminate one semester. If you eliminate the weight for AP Psych to cut it down to the rule of only 8 semesters weighted, then your UC GPA would be 4.190746…again, someone please check this for me.

I recall reading a CC post that claimed the 8 semester weighted cap was only implemented to determine UC eligibility. The person, who sounded knowledgeable, said that your total weighted GPA is used to determine admission to specific campuses. Only grades in a-g courses (i.e. not band, not PE) are used in the calculation. You can find the a-g definition on the admissions web site:
