Uc gpa

I dont quite understand how the UCs look at the UC gpa. Some kids may have taken like 2 UC weighted courses a semester and eventually reached the maximum number of 8 weighted courses. And others may have taken like 5 weighted courses a semester and got a few more Bs. The person who didnt challenge himself has a much higher UC gpa.

How do the UCs take this into account and which person has a better chance into schools like ucla/cal?

The UCs only cap the bonus points at 8 for minimal admissions eligibility. The reader will see the ucapped, weighted gpa as well.
