I applied to other UCs, just under different majors. UCI is the only urban studies program I applied to. Good luck to us both!
I would strongly encourage you to file an appeal. Not all schools require a 4 or 5, some will accept a 3, but the higher ranked schools definitely require a 4 or 5.
Still, I think having passed calc 2 is a solid argument for why you should receive credit for calc 1 and I would file and appeal ASAP.
