<p>I'd say if you received a UC Fee Waiver (I don't know of any similar programs for the CSU system, but there probably is), then why not go for both? </p>
<p>If you're concerned about application fees, then what field are you trying for (so as to better see which university offers more for you)? IMHO, Davis and Irvine have good biology programs (with Davis as the best for vetenariary programs), and Cal Poly is one of the best for engineering programs.</p>
