<p>it doesnt have anything to do with lower/upper division. all it means is finishing your home school's GE, and when you transfer, you are exempt from your new schools gen ed. </p>
<p>GE's can be completed by both upper and lower division courses.</p>
<p>My mistake. I meant to say just GEs. GEs vary among UCs, if you can finish the GEs at your current UC (for example San Diego), and you transfer to Berkeley, you do not need to fulfill the GE requirements at Berkeley even though the GE requirements are different.</p>

"Transfers who have satisfied lower-division breadth and general-education requirements at their original campus prior to transfer to UCSD will fulfill most of Muir's academic requirements."
which seems to imply that i qualify...
here's another:
"You are exempt from the UC Davis GE requirement if you come from a California community college and are certified as having successfully completed the "Intersegmental General Education Transfer Curriculum" (IGETC) or "Transfer Core Curriculum" (TCC), or if you come from another UC campus and are certified has having successfully completed the lower division breadth or General Education requirements of that UC campus (UC reciprocity). "</p>
<p>i dunno about cal but for the uc reciprocity in general:
the UCs all pretty much have different GEs. If you’re transferring from one to another, no worries. IF you have them all completed at your first UC , you request that the administrative-powers-that-be send a letter to the UC you’re transferring to saying you completed your GEs. They are waived at the UC you transfer to. It doesn’t matter when you get this sent over. (for admissions though I know they look at the GEs you’ve taken and the more you have the more in your favor that’s going to work).</p>
