That means you were not accepted into your 1st choice or 2nd choice major. You will have to change majors if you plan to enroll at UCSD and there is no guarantee of being able to change into either major since they are capped.
Changing to CSE at UCSD
Once a student matriculates at UC San Diego, the only way to change into one of the majors in the CSE Department from another major outside of our department is to go through our CSE Capped Admissions Process. There is no appeal process for changing to a capped major. Please be advised that the number of available spots in the CSE majors is constrained by the available resources. There are no guarantees you would be able to major in CS as a result of the Capped Admissions Process.

Freshmen Applicants:
Freshmen have two chances to apply. They can first apply in summer after their first year at UCSD. To be eligible to apply, they need to have completed the following 6 courses:
-MATH 20A, 20B and 20C
-PHYS 2A and 2B (or 4A and 4B)
-CHEM 6A
Freshmen can apply again in summer after their second year at UCSD. There will be no more chances to apply after this second application period. To be eligible to apply, they need to have completed the following 11 courses:
-MATH 20A, 20B, 20C, 20D, 20E and MATH 18
-PHYS 2A, 2B, and 2C* (or 4A, 4B, and 4C)
-CHEM 6A
-MAE 8 (or CENG/NANO 15 or SE 9)
Transfer Applicants:
Transfer students have one chance to apply: summer after their first year at UCSD. To be eligible to apply, they need to have completed the following 11 courses:

*We recommend that students applying to Aerospace Engineering take PHYS 2CL concurrently with PHYS 2C. 2CL is not required for admission to the major, but it is required for the degree, and it is a prerequisite for upper division courses in the major.
Students who have credit for one or more screening courses through AP credit do not need to retake these courses at UCSD. The application will show that the student has AP credit for that screening course and no letter grade will be associated with that course on the application.
There are no further requirements for the capped major application other than completion of the screening courses.
Students considering applying to one of our majors should take all screening courses for a letter grade.
