<p>From what I hear, a lot of UC schools do not really offer funding to their PhD students and expect the students to come in with their own source of funding? Is that true? What about in the case of PhD students who are not citizens or permanent residents?</p>
<p>Where’d you hear this? All the Ph.D.'s that were accepted for this round (for Economics at UCSD, at least) were granted full tuition+stipend for 4+ years.</p>
