I was on the UC website, and I saw the statewide path where “If you’re in the top 9 percent of California high school graduates and aren’t admitted to any of the UC campuses you apply to, you’ll be offered a spot at another campus if space is available”. The calculator says I qualify, but the wording of the description is confusing. Say, I decide to apply to every single UC, and get rejected to all of them, will I not be eligible for the state path because it says “you’ll be offered a spot at another campus”?

You’ll get into Riverside or Merced.
If you are in the top 9% of your HS or the state, you will be accepted at the default campus (usually UCM) if rejected from your other choice campuses. Since you state you qualify for ELC, then you can save your application fee for UCM since it will be your backup campus but there is also a notation stating “if there is space”.
What are your qualifications, budget and interest?
It means you would be offered a spot at the least impacted campus if there is room, in other words, UC Merced.
