what exactly is UC Reciprocity?

UC has actually adopted THE SAME “reciprocity” philosophy it applies to Community College Transfers; that is:
’ Transfer students from another UC campus who have completed ALL lower-division general education/breadth requirements at a UC campus PRIOR to transferring to another UC Campus, are considered a ‘UC Reciprocity’ transfer. Transfer students who did not complete ALL the above transfer education/breadth requirements are considered “Articulation” transfer students. Articulation transfers will be required to complete ALL the lower-division and upper-division general education requirements of the college.’
Discussion:
For Engineering UC majors for example, how could they COMPLETE all their lower-division GE requirements, and still fulfill their Majors’ requirements? Answer: They can’t; - It’s not possible.
That is why, for instance, there have been NO successful transfers from UCB to UCSD (Jacobs School of Engineering) in the past 6 years. That is why DeAnza (Cupertino-) City College consistently places MORE students at UCSD than transfers from all the other UC’s combined (but NOT into Engineering). Transferring within UC is NOT advisable unless your major includes a stiff amount of GE/breadth requirements, and your counselor will write a letter to the effect:" …has completed ALL lower-division general education/breadth requirements…"

In this regard, UC is causing harm to itself. In bringing standards to the Community Colleges curriculum in theory, it has brought UC down to the Community level in fact. Fresh blood to fill vacant spots in the Engineering departments is not forthcoming; NO Jr. transfers from peer Universities is likely. While these Schools (School of Engineering) would be GLAD to admit competent transfers from other Universities, it would be a suicide mission for the transferring student, as they must pick-up ALL the ‘non-articulated’ stuff, and ignore previously taken classes that do not conform.
Additionally, as UCB and UCM are the sole Semester based UC campuses, coming from them, you suffer the most in the transfer process. Unless you are going for a ‘full year’ of transfer (3 quarters = 2 Semesters), figureon a loss of ‘time- equivalence’ of 1/3 labor spent for credit given at transfer; …and for your education: time IS money.

Is there any ‘reciprocity’ that holds to the spirit of the word within UC? Yes, inter-campus faculty parking to some extent, as well as Athletic cards are campus-globally accepted.
