<p>I am currently an incoming freshman at UCSC. However if I wanted to transfer to UC Davis, which is my top choice, how soon could I apply and transfer? Also what Is the gpa I should have to ensure I get accepted into Davis as I am currently a general biology major. Thank you.</p>

You should post on the Transfer Forum and look up this years Transfer Thread for UC Davis to get an idea of the GPA required. I would think at least a 3.5</p>
