UC to UC Transfer

I was reading the transfer criteria for UCLA and it says "Lastly, we give highest priority to students who are transferring from California community colleges or other University of California campuses." SO does this mean that JC's and UC's have equal priority?

their web page says that, but I think it is a bit misleading since it implies that CC and other UC transfers are viewed equally. But what they wrote would still be a true statement if they gave priority (in order) to CC students, UC students, then all others. And by state law this is what they do.

It also says that on the UC website

Applicants to all schools must complete at least 90 transferable quarter (60 semester) units prior to enrollment at UCLA. Preference is given to students who transfer from California community colleges.
