"The announcement comes in the wake of a recent decision by the UC Board of Regents to reduce enrollment of California freshmen by 2,300, or about 6%, in the fall because of what they said was inadequate state funding. The regents, however, increased the number of slots for transfer students by 500, or about 4%."

it only means that if you incorrectly misinterpreted this statement:

"Under the plan, six of UC’s nine undergraduate campuses would see significant cuts to their ranks of California freshmen in the fall while UCLA and Berkeley would stay close to current levels and UC Merced, the system’s newest campus, would grow."

Application numbers are increasing every year, so an additional increase in acceptances won't necessarily mean good news for all, but it's a bright spot during this economic climate in California. It might depend on certain departments or majors of schools as to whether which program gets more students.

well even though 11% more transfer students applied this year, i heard that berk and la didn't get a significant percentage increase, so if any of those 500 slots go towards ucla or uc berk it will still be good news.
