<p>I'm confused who is exactly eligible. It seems that only a few hundred students are "picked" regardless if they are all under the $60,000 limit. When exactly can we apply? Can I even apply?</p>
<p>-I'm not a citizen or a permanent resident.
-I have a E-1 visa, which is one of the eligible visas to apply with.
(But I do not have a social security number, which makes me ineligible for FAFSA)
-My parents make less than $60,000.
-I've lived in California for 11 years.</p>
<p>From what I read, I can apply... but I haven't been able to find definite answers for my personal situation. Is there a direct phone # I can contact just for tuition/fees services (more specific than just "registar's office")?</p>
<p>Does anyone know someone personally that received the UC Tuition exemption? Do applicants have to "compete" for the exemption spots? Any other information I should look at? I'd appreciate any input.</p>

I understand the pain of paying for tuition especially when you do not qualify for Instate Fees.
Unlike you, i am a cal resident but i do not qualify for state residency.

<p>I think it is applicable to only Citizens or Eligible Permanent residents.
So i donthink that you an qualify for it unde the E-1 Visa.</p>
<p>The references you provided is not what you’re looking for. AB540 is a measure that deals with illegal aliens being able to pay in-state tution if they met certain criterions.</p>
<p>Rather, what you are looking for is The Blue and Gold Opportunity Plan, which was approved by the Board of Regents on 2/5/09.</p>
