I'm a ccc student bio major, and was curious if it was possible to transfer to a UC in the winter or spring. If so, when can you apply?

Also, I was looking at the online application for UC's and it turns out if you're a lower division transfer (less than 60 units) you cannot apply to many UC majors including any science majors for fall of 2009. What I found confusing about this is that on the UC site for transferring, it says that if you wanna transfer as a lower division you had to meet the criteria in high school, which I did. So why wont all the UC's let you transfer?

I don't know what this would be like for the winter or spring if you can apply.
So give me some feedback, all answers are welcome!

Btw, I'm looking at UCLA, UCD, UCSD (I know that UCLA and UCSD don't accept lower division transfers for ANY majors, actually UCLA accepts it for some film and media majors, but the others are closed. And UC Davis accepts only lower division transfer to some agriculture majors).
