Do you plan to go to graduate school ?
If yes, then undergrad GPA is important, think about it
If no, Berkeley is a good choice, warm weather, and San Francisco
Ann Aborn is a better college town than Berkeley
No, Mich engineering is not easier than Berkeley

Both Cal (#2) and Michigan (#7) have top Engineering programs. In most Engineering specialities, such as Aerospace, Biomedical, Electrical, Industrual, Materials, Mechanical and Nuclear, those two schools are ranked within one or two spots of each other.

Academics is not a differentiating factor here. I would strongly recommend fit. Some prefer the campus environment at Cal whereas others prefer it at Michigan.

These are the two top public schools in the country for academics, with an edge to Cal as #1. Still fit is the bigger issue here. Go where you’ll be happiest.
