Help us decide, both are very good programs!
Personally, I like UCLA’s Environmental Science program better. They offer a variety of minors or concentrations, a junior retreat and senior practicum.

When you have two great opportunities sometimes it comes down to where do you want to spend 4 years? LA area or Berkeley/SF area?
For a practical matter - What is the housing situation for the 4 years - both are very expensive areas once you are off campus housing. Your day to day realities matter.
And then back to the actual programs - Which concentrations in each program looks interesting to you? What research is of interest that is ongoing?
Both are excellent programs and you will have lots of opportunities to be involved in your major. Congrats on having great choices.
