Hi everybody, this is my 3rd year at community college and I was wondering if for the “No more than 21 quarter ( 14 semester) units may be taken Pass/ No Pass” thing policy if withdrawing a class counts for that and also if a class i take that only counts for CSU credit because if it does then it will be at 16 units and that means I wont be able to even go to UCD at all. Thanks in advance for your guys help!

No. If it’s non-UC transferable, then you’re fine. My guess is that, if you took >14 units P/NP, then any classes you took over that limit would not count. Because the course that only counts for CSU is non-transferable, you won’t get credit for it anyway at UCD - because it seems that you know this, I am sure that you have over 90 quarter units not counting that CSU-only class. If that is correct, then you should be fine.
If the course is non-transferable to a UC, it won’t count.
Ws do not count.
As @goldencub said, if by some chance your P/NP is over 14 semester, one of those courses won’t transfer over.
