Is it too late to apply as a freshman for fall 2019 at UCF? My daughter is an IB student, with great test scores and a 3.95 unweighted, 5.20 weighted gpa.

No, it’s not too late.
What could be impacted is merit based scholarships. They run out of money at some point.
For that reason, please apply ASAP.
