Yes that’s typically how all view OOS publics, but UCs are a bit unique in their favoritism toward OOS applicants. It it typical that OOS have higher stats at all public colleges, but many have various protections favoring in state applicants hence the low admission rates for OOS (eg UVA, UTexas, UNC Chapel hill)
My D22 (NorCal) also waitlisted at UCSD and UCLA today. Very similar stats. TBD

Penn State is even more favorable to OOS - nearly 50% of the class is OOS.
And in their reputed BS/MD program, it is 90% OOS.
