My friend wants to know his chances of going to ucla.

UC’s do not consider rank except for ELC which means top 9% of your HS or state. Your friend looks like a competitive applicant, but that is no guarantee. Make sure the essays are also outstanding.

If your friend has time, he should work on his ECs. They are a bit… common and not very impressive. Try landing a summer internship or something. Everything else is solid though!

Beautiful stats, but he seems to not show any particular passion. Something that he will fight till his death for. Ya know? Show that he’s a real person and not a computer who takes perfect tests. Internships with people in politics, Model UN, debate, history bowl if your school has it, academic decathlon or academic league.

Yeah I agree with @worhexiz - your friend needs to prove to the admission board that he is academically passionate about history and government through either super convincing essays or some more political science-related ECs (such as those suggested by @RoundGenius), preferably both.
