I am OUT OF STATE...where do I stand?
Also, what types of merit scholarships are available to OOS applicants, and am I in the range of these awards?

your admission chances are very good. But, the UCs give POOR aid to OOS kids. Merit money is extremely limited (need ~2200 to be competitive), and will not cover the OOS portion of your fees. An Alumni scholarship and Regent's might cover up to $6k per year. But, cost of attendance is $40+k per year.

You are a match (OOS).

UCLA: Match (out of state)

Is the 4.9 weighted with honors courses weighed? If so, you have a pretty good chance, but if not then tell us your weighted without honors. Just fyi, I don't think UC's weigh honors courses as part of their UC GPA, only AP classes. If you have a 4.9 weighted with only ap courses, you, sir, are the man.

^ I am in-state (California), and the UC's do give an extra point for both the AP and Honors courses at my high school.

Both AP and honors classes are counted (except for some honors classes) but those extra points are capped @ 8 sem and there's no way the OP had a 4.9 with the cap unless he only took like 4 A-G classes over 2 years.

I am an out-of-state incoming freshman at UCLA...and they do weigh both AP and Honors courses. However, there are a couple honors courses exceptions which they DO NOT weigh. On the online application there should be a link which specifies; if I remember correctly they included US History and...I can't remember. They require you to list those particular classes with the "NH (non-honors)" tab, so what i did to show them that I opted for the honors class even though they won't count it is title the class "Honors ________ (us history, whatever)" but label it "NH" on that tab.

The only honors courses accpted by UCs are h-physiology and h-pre calculus. Also, i think you stand a solid chance, but it might be a reach bc you are out-of-state. last year UCLA only accepted 8% of out-of-state students.

The figure is actually 25.29%.

and the thing about physiology and precalculus isn't true either
