<p>The number of students that they can take as Freshmen may be less than 5,000, but they have to say 'yes' to many more than that. Only Harvard can assume that just about every student they accept will actually matriculate. For the UCs, they might need to accept something on the order of 12,000 in order to get 5,000 who file the SIR. The more 'desireable' the campus, the better the yield, because students accepted to UCB and UCLA who also get into UCR are fairly likely not to file the SIR with UCR.</p>
